Old Lyme Board of Selectmen                             
Special Meeting: Monday, 9 January 2012


The Board of Selectmen held a Special Meeting at 7:30 PM on Monday, 9 January 2012 in the Main Conference Room of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.

The meeting was called to order at 7:30PM by First Selectwoman Bonnie Reemsnyder.

A motion was made by Selectman Skip Sibley, seconded by Selectwoman Mary Jo Nosal, to schedule the Annual Town Meeting for 7:30PM on 23 January 2012. Motion passed.

The agenda for the meeting is attached as part of these minutes.

TOWN OF OLD LYME
ANNUAL TOWN BUSINESS MEETING


        Electors and citizens eligible to vote in Town Meeting are hereby warned that the Annual Town Business Meeting will be held on Monday, January 23, 2012, at 7:30 p.m. in the Middle School auditorium of Regional District #18, Lyme Street, Old Lyme, Connecticut to consider and act upon the following:

1.   To accept the Annual Town Report for the fiscal year July 1, 2010 to June 30, 2011, as submitted by the Board of Finance.

2.   To announce the recipient of the Board of Selectmen’s Citizen of the Year for 2011.

3.   To approve the re-appointment of Jane R. Marsh to the Connecticut River Estuary Regional Planning Agency (CRERPA), such term to expire in January 2013, as recommended by the Board of Selectmen.

4.   To authorize the grant of an easement to The Connecticut Light and Power Company for the installation, maintenance and repair of electric lines across Town land at 69 Lyme Street adjacent to land of Regional District No. 18, as recommended by the Board of Selectmen; and to authorize the First Selectwoman to execute and deliver the grant of easement in the name of the Town.

5.   To consider a proposed ordinance ratifying, under the provisions set forth in Section 4-124j of the Connecticut General Statutes, the resolution adopted on July 27, 2011 by the Connecticut River Valley Council of Elected Officials, of which the Town of Old Lyme is a member, to establish a council of governments called the Lower Connecticut River Valley Council of Governments and to formally adopt Section 4-124i through 4-124p of the General Statutes.  This item was tabled at the November 21, 2011 Town Meeting for consideration at this Town Meeting.

6.   Board of Selectmen update on Regional District 18 bond issue and a brief progress report.
